thing is that simple doesnt get you the functionality.
I would use ISA. Maybe you can put in some 3rd party content control software on each desktop. you could change the hosts file on each desktop however finding the IPs will be a challenge. there are tonns of sites online for ISA etc.

best way is a combination of some proxy server as Imran said ISA, it is very powerfull specialy with thirdparty addons, secondaly install some kind monitoring/tracking software on each node like employee monitor etc.
