Vista Start up Prob

ppl i am using Windows vista 64 at present and have experienced a strange problem . at start up around 10-30 seconds there is a blank screen thats keeps on appearing (it is always in different colours)
i experienced this before also with vista 32 bit and had to reinstall the pc to fix the problem.i can run the pc fine do everything in safemode but in normal mode the problem occurs . i have tried re installing the drivers(latest) of everything but no use . this started after the power failure due load shedding .
can some one help me out

Ps any thing would be really be helpful except reinstalling

as far as i have used VISTA i have come across the same blank screen thing , but there's no color on screen when its blank and it boots normally after this

now the problem had been resolved when i un plugged the gpu and ran the pc on the on board gpu for a while and after i re connected the card the problem did not persist
but it give me a strange feeling
