Error 633 - The port is already in use or is not configured properly

Friends.... help me out. My laptop out of no where suddenly started giving me this error whenever I try to connect to internet using either modem or through USB (PTCL Wireless).
I have tried everything and also searched the net. The conclusion was it can't be solved. As a last attempt I am putting forward this request to you people to tell me a solution.

Check that you are not running any Fax, Remote Access, Palm or Handheld software that is monitoring or using the Modem. The best way to do this is to look at the icons beside your clock in the bottom right of the screen and look for any applications you may have installed. Once located open the software and disable it from monitoring the Modem or Com Ports, or close down the application when you wish to access the Internet.

I have already done that Mubeen Bhayee. Even i ran the Tapini.exe and removed the other files etc but to no use.
I think the only remedy is to install the windows agains. Can we install Rs 40 CD wali Windows in the Laptop? I dont have the original CD with me.

Yes u can install 40 Rs cd on laptop it will work fine.
