I faced a similar problem when I had GO CDMA. I got constant upload speeds shown in DU meter of about 12-13kbps even when my PC was idle and there was no browsing, downloading, uploading or chatting going on. Later I found out that my PC was infected by some virus and the problem was solved by cleaning that virus.

Second thing, Start > Run > msconfig (enter). In the startup tab unselect all programs that you don't use or seems suspicious to you.

p2p softwares tend to use the internet even when nothing is uploading/downloading. try shutting down all softwares that are related to internet and see when the uploading stops.
