did u try a different port??
go into utorrent preferences -> connection, and choose a random port. try a few of them and see if it works. im using 20954 without any issue...although we probably have diff isp's, but just try and see. wait for like 2-3 mins atleast to see if the connection get better.

if u have a firewall u must open this port for ur client.

Are you behind a NAT (Network Address Translator) i.e using a local aka "cable" internet...
If yes then that specific or all p2p ports might be blocked/closed from the server of local ISP side and besides some "request/threatening/loose talk " with local ISP admin there is nothing you can do to get those ports open...However there are some methods/options that can help in some speed increase... Set the max. global half bound connections to 200-250 and per torrent to 80-100. Enable encryption from connection selection menu. Also enable upnp port mapping from preferences and enable DHT...And keep your fingers crossed for speed increase...

Cable net of a proper ISP like Worldcall/Sun etc... or a local ISP that's providing a 256K connection to you...?
