Can a PSU damage a graphics card?

Can a PSU damage a Gfx card?
I have a ColorSit 400w PSU which I do not think is a PURE 400w and I want to run a 9600gt on that. Will the PSU damage the gfx card if it does not get the juice it needs from the supply??

nope i dont thin so but if it get more it may damage the card .your card will not performance to its fullest potential

It will and it happend to me, i lost my GFX Card and my motherboard due to my ignorance for PSU importance in a Gaming Rig.

it might be due to the power supply not functioning properly i had my pc burned everything due to the power supply and not due to insufficient supply

what are the rails? specifically the 12volts rails?

i have burnt 2 6600gt's cuz of psu so yes a bad psu will kill ur 9600gt and if galaxy finds out it was cuz of psu they will not entertain the warranty....

Even though the system is running a C2d 6550, 2GB RAM and a 8500gt with DVD-RW and CD-RW. and running pretty smooth.
So wud it effect a 9600gt??

i have 6 *120 mm fan c2d e 8400 9600gso gpu 2*2gb rams mobo 320 gb harddisk on a 460 watt psu is it ok
