+12v should be around +12v
the 70% efficiency is the power efficiency. check value in bios if it is still the same, unplug everything, replug back. if that is the same, try another outlet (power plug) if still the same then send it in for RMA |

Try checking voltage on a 4 pin molex connector using a multimeter.

i agree with asa, check the +12V from a molex of the PSU, when iti s turned on
secondly, could be a fault of a device (a molex shorting etc. on a device connected) also , there are various sensor chips of a mobo, perhaps both your software are query'ing the wrong sensor chip, best thing would be to confirm from BIOS and then multimeter, if problem persisits, get it out of your RIG,,PRONTO

well it shows 12.2volts in bios ... also i have tried certain softwares ... out of which pc world, hardware monitor, OCCT and fanspeed shows 6volts .. just EVEREST is showing 12.2volts even under stability test ... so i think there is some kinda issue with voltage reading of these cpuid softwares ... any other suggestion .. any software to confirm/recheck
