So although the new car is cheaper, it is less efficient in terms of CO2 Emission as it emits 13units more than the original car.

Other factors contributing to this may be the power rating of the car. The new car is 1800cc which may be more powerful as compared to the old one, since we do not have that info on the original car, we cannot justify it using power rating alone.
